BC SPCA Recommendations

The BC SPCA has made recommendations to the city of Victoria to prohibit the horse carriages on Victoria city streets based on video footage obtained by the Victoria Horse Alliance.  They also suggest that the horse carriages be relocated to Beacon Hill Park and that they be restricted to only single horse carriages, eliminating the two horse trolleys.

Furthermore, in the letter, the BC SPCA calls out Victoria Carriage Tours for trying to minimize the seriousness of the incident, saying “It is decidedly troubling that Victoria Carriage Tours chose to inappropriately downplay a serious incident which put the public at risk.”

While the Victoria Horse Alliance applauds the recommendations by the BC SPCA to remove the horses from Victoria city streets, we will strongly advocate for a complete ban on the horse carriages in Victoria and not to relocate them to the Beacon Hill Park. Since this letter was released, the BC SPCA has back-pedaled on their recommendations due to internal and external pressure. An outline of those events can be found here.
